In October 2023, the Ministry of Economic Affairs and Employment appointed a working group to review ways to improve Finland’s competitive position in offshore wind energy production compared to other Baltic Sea countries and to promote other goals on offshore wind power set out in the government program.
Finland has considerable potential for foreign wind energy, and project developers are increasingly interested in both regional waters and special economic zones.
However, there has been a lack of regulations on offshore wind power substations, especially with regard to special economic zones. That is why the laws are being revised.
The draft bill developed in the project was circulated to link to an external website in the spring of 2024 for comments.
In addition, the Ministry of Finance is currently preparing legislative amendments related to the taxation of real estate and income in the Special Economic Zones of Finland. Link to an external website.
The action plan prepared by the working group for the development of offshore wind farm substation includes 17 development proposals.
The basis of the work is that offshore wind turbines will be built on market conditions. The Working Group considers that, in relation to the promotion of offshore wind energy, it is necessary to set clear long-term objectives, improve national co-ordination and co-operation with other users of offshore wind energy to ensure the least harmful impact on those users.
As a rule, the proposed measures relate to the exclusive economic zone and territorial waters of Finland, except for the maritime area controlled by Åland. However, some of the proposed measures could also boost offshore wind power substations in Åland.
